Perhaps, you have lost your inspiration? And if that's the case then yea, I think it's normal.
I've felt this way a couple times before. What I've found that helps get me motivated again is watching shows on netflix like Miami Ink & L.A Ink. Watching other people draw and create beautiful works makes me want to do the same. I also go on you tube for tutorials on how to draw certain things and just watching someone else do it makes me want to myself. Don't stress it will come. Best Wishes on your future Artwork =]

It's normal, it means you care about your work, as soon as you get a few lines down the fear will start to go. Start drawing, I mean right now :) don't put it off any longer.

When you say you're scared of drawing, it's because you're scared that your art may not turn out exactly the way you wanted it to look. You just need to let yourself go and scribble, at first, it'll come back, don't worry. :)

I voted No, because you probably still can draw. You just need to forget about it and doodle, not be too focused on getting it right. I understand. I'm an artist, won prizes throughout my life but stopped one day and when I went back just couldn't compose a picture. I was just burnt out. Take yourself out and get the book The Artist's Way. It will help you break out of your 'artists' block'

Well I assume you know that its normal by now. I'll say this anyways,
Don't be afraid of drawing crappy pictures. It's for YOU! Not anyone else. Relax and have fun with it :)
