Is it normal to have to wear " biking clothes"?

I noticed a lot of people who ride bicycles on a regular basis have special skin tight material almost like diving others. Why? Can't they just wear regular shorts like a normal person... Who needs to see some old cyclists junk.

It's normal that people wear it, but it's not strictly required if you're just riding your bike. Cyclists wear it because loose clothing catches air, and slightly increases resistance, thus you slow down. If it's loose clothing, you'll start to notice itchy spots if you cycle often/long periods. The padding in the shorts/pants is to keep the coins'n'bells down there un-hit. When you cycle, you move slightly on your saddle, left-to-right, and the padding protects it there. Plus, they fit nice, many like then how they fit, and they don't always have to be expensive.
If you find it intimidating that people look at you like 'oh biker flashy coloured and tight clothes must feel pro', Put them on and wear your loose clothes under it. Nobody's going to specifically look for clothes under clothes, and if they do see you wearing something under normal clothes, they'll never bother to think about it too much; Plus, You can wear what you want unless it's a tight rubber short with a boner sticking out :).

I've always been somewhat of a flasher. Instead of wearing skintight biking clothes I wore sort of short baggy cutoff jeans with no underwear. If anybody took a good look at me pedaling real slow, or just coasting they might see my "junk". Depending on how I positioned my legs I could flash anybody I wanted, or look perfectly modest as I was riding past somebody that I didn't want to flash, like somebody who knew me, or a cop.

Why don't you like showing off your junk? Women show off their boobs.

I agree. But, inhibitions damage the mind. Jiggling junk puts freedom in the soul.

I've often wondered the same thing.

I ride a bike at times but I don't feel the need to wear those shitty poser clothes that are supposed to make me look I'm competing in the Tour de France.
