Is it normal to have strong feelings for a young girl?

I am a man in my late 20s and I was at my local public library and checking out a book. After I was done and was about to leave, I saw a father and his daughter enter the building. The man had a goatee and looked very sharp, he was around 40. But my eye was immediately caught by the young girl, she looked to be about 9 or 10 and she was wearing a pink t-shirt, jeans, and slippers. Her hair was light brown, almost honey colored, and her eyes were a magnetic shade of green. Her face was surprisingly absent of baby fat and naturally contoured around her cheeks and chin, and her face was very pleasant to look at and there was a real gentleness in her spirit and demeanor. I had never seen this girl before in my life but I felt a connection with her. I locked eyes with her and her father didn't see me but he walked in front of her for a split second and when I kept looking I noticed that she didn't avoid eye contact with me. After about 2 seconds I walked out the door and the little girl went along with her father into the library. Her father didn't seem to notice me at all. As I walked back to my car in the parking lot I felt a tingly feeling in my stomach. I wasn't necessarily attracted to the girl but I could tell she would grow up to be quite beautiful in a few years.
