Okay so I have a real big booty.am 19 yrs old. i am latina. But I hate the fact that i am like size 28A cup in boobs! it makes me cry sometimes to be so flat chested.

Well you should do whatever it is that makes you feel confident, because ultimately that's what will make you the sexiest above any of your "tangible assets" If you feel better wearing padded bra's then go ahead, but dont use tissue paper, its a little like a 13 year old girl trying on her moms bra. Theres plenty of really well padded bra's avaiable aswell as excess jelly-like pads you can put in your ordinary pads. Have you been measured professionally, because i know a girl that always thought she was a 34B and ended up a 30E. And it made her breasts look ten times bigger. And remember that plenty of guys like small boobs, as a big breasted girl, trust me, sometimes they just get in the way! :P

The grass is always greener. I have larger boobs and would kill for small ones. As the other person said, lots of men like small boobs. Plus there's the added benefit of not needing to always wear a bra and less sag possibility. Honestly, I would trade in a second. Enjoy them!
