It's normal for the glans to have a rough texture which might include shallow fissures when soft, but for the skin to stretch out and become smooth when the penis is erect. What you say makes it sound like you're seeing the opposite of this.

You don't say how old you are or if this is something you've always had. If it is a change that's developed over recent months and you're still going through puberty, then it could be just one of those things.

Since you're uncut, I assume the skin of the glans isn't dry and its not constantly chaffing on something, and I'd hope that your cleaning regime isn't so aggressive that it's causing your skin to dry out.

You say that you think it looks odd, but you don't mention any pain or bleeding, which suggests to me that it isn't a serious problem.
