Every time I urinate I have a small drip of urine that comes out only in my underwear. It doesn't matter how much I shake my penis or try to avoid it it is nearly always there.
Women always complain and say "We get our periods, What do men get!!!"
This. This is what men get.
Instead of shaking, next time why don't you take some toilet paper and wipe it dry. That should ensure that your penis won't drip in your underwear.

Take your pants all the way off and do a few jumping jacks. The usually does the trick for me.
It usually happens to me unless I'm sitting on the toilet for a long time...as long as I don't have a spurt or two after I originally go (this happens once in a great while...and, if I'm wearing a light colored pair of pants...this can be quite embarrassing...
It happens to many of us. I try to be patient and wait until I'm completely finished. I wear boxers, and any pee spots will soak right through to my pants or shorts. It never fails that I'll still have a small piss spot on the right side. I try not to worry about it.

Like you said you do want to make sure you take the toilet paper out of your underwear. You wouldn't want to be accused of stuffing your underwear ha!
I say it's better to get a drip in your underwear then for it to get on your pants where it's noticeable for others.
