Is it normal to cuddle with my best friend while i have a boyfriend?

Okay, my boyfriend and I have been dating a tad over 2 years, and he's become rather negligent of me since his best friend and his girlfriend moved in. He won't message or call me as frequently as he used to, and when I call or message him, 4 of 5 times he won't respond. I have a bit of a social anxiety so I'm absolutely terrified to hang out with anyone but my best friend, who incidentally is male. When I see him, we hug and cuddle a little bit, not any longer than a minute or so, so it's kind of like a longer hug than actual cuddling. We're just best friends, and he helps me in not feeling so hurt by my boyfriend who barely keeps in contact with me. But when we do hang out(le boyfriend and I), he talks about how happy he is with me and how it's so great and he's so in love with me, despite the lack of attention he pays to me. Is it wrong for me to cuddle with my best friend in this circumstance?

Also, before anyone says something, I have tried talking to my boyfriend about this problem. He apologizes, makes an effort to keep in contact with me for about 3 days(on average), and then goes back to not.

Also Also, I'm afraid to break up with him if any of you wonder, since he's rather possessive of me and emotional. I don't want to hurt him, and I'd rather continue being hurt by his actions, as long as he's happy, since I really do love him alot.
