Is it normal to be more social in norridge

I live in Chicago. When I was in Norridge, I was a lot more social for some reason. I mean I would actually say hi to my neighbors out of nowhere, or just walk up to a random neighbor and try to be friends with them. But in Chicago, people give off this weird "no, i dont want to talk to strangers" vibe. Or am I just imagining it?
