Is it normal to bang into a parked car and leave?

Like when you're making a u-turn and you back up into a parked car that's not in a parking lot. Is it okay to leave.

    I saw it happen before and yeah, I think it is normal unfortunately for people to slink away if they feel they can get away with it.

    Depends on the local culture. Normal in France for example, but not in Britain.
