Is it normal to ask a girl out one month after she broke up with her boyfriend?

There's a girl I've known for over 4 years and I've been having feelings for her for the past few months but she has a boyfriend. I haven't spoken to her in long time because she's taken. We always got along throughout high school and even had dinner together once but I wasn't interested in forming a relationship at the time. That was 4 years ago and now I am ready. I could either wait until they break up to talk to her again or move on. My problem is they've been together for almost 3 years and I'm worried they might get married. I know I may sound evil but I can't help it. They're both in college btw. I have no interest in hooking up with anyone else right now because she is perfect. My question is this: if they do break up, how long should I wait to hook up with her? Definitely not right away. I was thinking about a month. What do you think?

    This sounds really creepy and stalkerish.

    You haven't spoken to her in a long time but you are actively keeping tabs on her relationship. You had dinner with her once in high school several years ago and somehow that is enough for you to fall in love with her. You are worried that she might marry her current boyfriend while you refuse to get on with your life.

    My advice is get some friends and do whatever you can to keep her off your mind. These feelings will pass and with any luck you'll find someone else.

    They HAVEN'T broken up.
    Please, please, please do NOT tell her now while she's still dating someone. If she actually does return your feelings, it'll create a ton of drama between you, her and her current boyfriend.
    If they do break up then, yes, I'd say don't bother waiting. Tell her as soon as you can.

    She is not married so you have a oppurtunity. Take advantage of it. "Speak up now or forever hold your peace. " Its better to speak up now then wait till you here this line. Go for it!!

    its normal but some carryover baggage from her last relationship should be expected. You've cut into the cooling off period

    More than a month, it depends on ho long time she needs, it they break up, you can talk to her, but tell her that you will wait until she is over him completely.
