Is it normal to abuse work resources?

I have a colleague who gets paid per hour.
In my opinion this is to complete work in the fastest and most efficient manner, and seeing as your paid per hour you should only be working, especially if you only work for half a day.
It also qualifies her as an "independent contractor", meaning she should be providing her own stationery and food etc.
Our company is kind enough to supply her with the stationery, but she takes advantage of everything else?
At least 5 pages per day are printed out for personal use, sometimes in full colour. She eats porridge at work every morning, using the works milk which is a lot considerring everyone else just uses milk for their coffee or tea.
She also spends almost half of her time in the office sorting out things for her husbands home-business and taking personal calls. She justifies it by saying she has no work to do? My question is - if there's no work, WHAT ARE YOU DOING HERE WASTING COMPANY RESOURCES?
It angers me tremendously, but I am not shure if I'm being unreasonable. So I'd like to know if this is normal?

    Your pettiness is counter-productive. If you cannot produce double her output on a per hour basis, I would fire you and give your job to her.

      In fact, I do produce double her output if not tripple and I get half of what she gets as a salary.

    I don't see how it's really any of your business, unless you are her superior or your job with the company is to find and fix uneconomical situations. Perhaps you should concentrate on your own job and do that to the best of your abilities.
