Is it normal that people walk in on me in the bathroom?

So one day I had an emergency and needed to run into a gas station bathroom. Seeing as the bathroom door was currently wide open. I did not look for or think to ask for a key to the bathroom. I start my business and I hear someone outside jiggle the handle. I call out "Occupado!" but I have no idea if they heard me. A few minutes later he went and got the key to the bathroom and opened it on me. He was more embarrassed than I but it's still a little alarming. In less than five minutes the same guy walks in on me. The lock was out of reach and I was a little preoccupied. I take that as my cue to hurry and finish up. Am I normal for thinking I don't need a key if I don't NEED to use a key? Or is the other guy normal for not knocking?

    What do you expect if you don't play by the rules?
    The rule here is you go get the key from the attendant if you want to use the toilet, right? Then the attendant knows there is someone in the bathroom and doesn't have a key to give away anyway.
    Sounds like you were planning a foray into gay sex and chickened out. That about right?
