My vagina has a rash, it itches, it annoys me so much. When I'm in a public place, like out shopping or something, and it itches, I cant do anything about it.
I had this about a year ago, and it went, but in January, it came back. Ive never has sex or anything like that, it annoys me SO much. And its spreading.

Could be a yeast infection, eczema or even just a shaving rash.
If it's persistent and causing you irritation (which it seems to be) the thing to do is talk to a doctor.
If it is a yeast infection, treatment usually involves applying a topical cream to the area of the rash, and possibly taking a course of pills alongside it.

It could be a simple fungus infection, they are not dangerous, but If you do suspect it to be something else you should go to a doctor immediately.
I think you ought to see a doctor, preferably a gynecologist, about your rash. Also be mindful of what you eat. Too much sugar and starch, which turns into sugar, can cause a multitude of skin problems such as yeast infections, jock itch, ringworm, dandruff, acne, etcetera.
