Is it normal that my skin is like this

My skin tone varies all over my body. My face and chest are generally lighter than the rest of my body. My genital region is darker. It's very blotchy and uneven. On top of that I have a ton of blotchy dark spots all over my face, chest, back, arms, and small amounts in other areas.

I don't have a skin disease but to me it looks like it. Besides my skin I'm actually a decent looking girl. (Maybe about a 7.5 on a good day). I avoid wearing tops that have straps or tank tops or sleeveless tops because of this, but I deal with wearing t-shirts. I hate having pictures taken of me because of my zombie skin. I don't feel beautiful. I've rarely seen anyone with this problem. No remedy seems to cure it. Picking a dress for my future wedding will be awful because no matter what I'll still look like a blotchy-skinned zombie.
