My mother always stays with my stepdad, even thought he cheats on her with like a thousand woman. It seems like she has no respect for herself, and she makes the whole family look stupid.
is it normal that she forgives him ALL THE TIME and VERY QUICKLY for cheating, even though it took her a YEAR to forgive me for getting an B-???

Apologies if my first response sounded uncaring: that's a shit situation to be in, watching someone you love being treated badly.
Can I suggest you tone your response down to a caring one and (for example) say you don't understand why she puts up with him and ask her why, keep telling her she deserves better.
Other than that you can't do much, it's impossible to rescue someone who for whatever reason doesn't want to be rescued.
Your mother has issues. She's probably a codependent who's afraid to be alone, or maybe she needs him to support her?
Is it normal for someone who's insecure in a way yes. Is it normal for a healthy relationship No. It is unfortunate that you and her have to go through that. But until she builds up some self worth She'll constantly be in relationships like that
