Is it normal that my ex says she wants to get back together but doesnt mean it?

Okay this is gonna be a long story but here we go: So me and my ex-gf (we broke up like 3-4 months back) were at a party the the other night and everything was fine, we were hanging out, talking, laughing, playing games and everything seemed normal. She then texts me asking if we can go upstairs and talk at some point. So I said sure and eventually we went up to the bathroom to talk. She starts asking how I've been since eveything went down and then starts asking if I've missed her. I told her I have but since we're still friends it's all good. She then starts crying saying she's been dying to get back together. I told her I didn't really think that was such a good idea but then she starts saying that she promises things will be different and she'll treat me better and things will be good. After a few minutes I finally give in cause she seemed really sincere and like she really wanted to get back together. After that I made her promise that things would be different this time and I also made her promise she wasn't just saying all this cause she was drunk. She promised and we ended up hooking up and everything was great for the rest of the night. The next day I text her and she says she doesn't remember anything from last night and that she was just saying all that cause she was drunk and she didn't really mean any of it. This was the second time within a week though that she has told me she still cares about me so I really have no clue what her deal is. One minute she's saying she wants to get back together and she still cares about me and the next minute she says she didn't mean any of that. WHAT DOES THIS MEAN?
