Is it normal that masterbation doesn't work?

I am a young healthy 19 year old, but masterbation has never worked. No matter what I do, with or without toys, I cannot get off by myself. I find myself also hard to get off during sex too, no matter how much I am enjoying it.

At this point I am single and highly frustrated i can only get off when I have a partner, but I don't want to sleep around. Is it normal to not be able to get yourself off?
