I talk to them the same way I talk to adults and I don't base things entirely on age but more on mental maturity.
normal... Its actually better to get down to a kids eye lvl when talking to them. i make sure i do this for my daughter when i am explaining stuff. It could be explaining why she is in trouble or how something works. Eye contact is important.
i am assuming by talking to a child like an adult you mean talking to them with respect like they arnt stupid. that you dont mean adult topics lol.
and kids arnt all stupid. its better to start out talking to them like they understand then it is to treat them like they are completely stupid. kids understand more then people realize. If they dont understand then you can break down the conversation for them and answer their questions.
on some lvls kids are equal in that they are human beings and deserve basic human rights. but kids arnt completely equal to an adult... this is because kids are in the care of the adult and the adults responsibility. the child must follow the adults rules and listen to the adult. This is to teach the child and keep them out of danger as well.
example i can tell my daughter to be quite in the back seat simply because i wish for quietness or it could be because i am taking a phone call...ether is acceptable. at no time can my daughter tell me to be quite for any reason.

I don't necessarily agree with treating kids as "equals" as the OP says, purely because many times it is inappropriate. However, treating them with respect, talking to them at their level (physically as well as intellectually and emotionally), not talking down to them, etc, should just be the accepted correct way to raise kids. But it's not :/

Well depending on the age some kids are just so innocent and pure. Just let them do all the talking
I think that's great, but I don't really consider it normal. Most people in my experience don't have any respect for children.
