Is it normal that i cant wiggle my ears, but sometimes they move by themselves?

I cannot wiggle or move my ears on command at all, I never have been able to do it.

But when I hear a loud noise or my head hurts, my ears will move up and down slightly by themselves. I'm not moving them, it's like they have a mind of their own?
