Is it normal that boyfriend acts like this and not spend time with you?

Hey so I'm going out with my friend who did in such a sweet way. It's been a month and 2 weeks yesterday. In this he hasn't even made a move with me such as having a kiss on the lips. We only go out on dates when he has time because of all the activities he's involved in. Usually I'm not bothered letting guys have their own time but we rarely spend time together as in once every week thing. He hardly texts me like a once a week thing not those every 10 minutes like most clingy girlfriends do. Also his behavior with me is weird. Every time I say hi and wave at him he just smiles and walks away like if he's embarrassed of me. It basically makes me look like I'm still single. I already had talk to him about this along with showing that he likes me instead of just saying it. He's 17 I'm guessing because he stills sees me as a friend even if its been a month and I'm his first girlfriend but I mean its long enough. He also said he wants to take it slow but kissing and hugging is slow. He rarely holds me any of that and just kisses my forehead that's it. He also wants people to come along on our dates.
So I don't know about this being normal but is this normal to you people?

    You're his first girlfriend and he is probably just adjusting.

    Check to see if he has sweaty palms.

    Sounds like a sweet guy. I am eight years older and after many girlfriends realized speed was mainly based on how much I respected her overall. He may be shy depending on his personality. Personally opinion the slower the relationship started the tighter the bond and can last for years.

    Relax. If he does not bite eventually entice him :)

    P.S. Some guys text all the time and others never. Texts are a cheap form of communication. Love face to face time.

    Ok thanks for the help appreciate it I'm going to try to suprise him and go for it. I wish he had time to see me in morning or afterschool though but wish me luck :)

    He sounds shy to me. Sometimes people like him tend to find a hard time working things out like whats the right time to kiss her or what if I touch her its all one crazy thing for him, kissing your forehead makes him feel he made up for the real thing I think you should try surprise him make him know its ok

    If he is 17 and you're his first girlfriend it's fine. He probably doesn't think of kissing as taking it slow. He may come from a different background/belief system than you. Give him some time and enjoy getting to know him and growing closer emotionally. Going out with friends is ok too. But maybe ask him his reasons.

      That's if I see him which I hardly do can't text or call him or talk to him because he is busy this week helping out his dad in church in this activity or he is resting for those days. I only get to see him when he walks me to my class sometimes.

    My boyfriend hates texting. He hates Twitter, Facebook, Whatsapp. When we are together, instead of kissing and cuddling, he likes to stare into my eyes. It was weird at first. But now I tend to like it.
