Is it normal that a recovering alcoholic can keep liquor in the house?
Like an opened bottle of rum in the fridge. And not touch it for over a month. Does it mean the person was never an alcoholic to begin with?

No, it's still possible they were an alcoholic, or still are. It's great that they can deal with liquor being that close, but it's a bit risky. A large percentage of alcoholics end up relapsing.
That's just adding unnecessary temptation. If someone's on a diet, it's probably best they don't sit in front of a huge peice of cake.
I don't know if it's normal or not, but it's certainly not a great idea. If someone has a propensity for addiction there's no reason to put yourself into a position to take up your old habit so easily.
