Is it normal my friend is a little too friendly?

My friend has been acting different lately and I don't know why?
Ever since we started college it feels like he looks at me differently, and a lot more frequently. I catch him staring at me when I'm changing too, which makes me feel uncomfortable.
Whenever we watch a movie together sometimes he puts a hand on my leg when I'm not looking. Hes always been a little too friendly but now he is taking it to a whole other level.
I've never seen him act like this before.

He is also hanging out with me a lot more (not that I'm complaining. It's impossible to get some free time during the school year, so it's a nice change of pace.)
Is he just doing this because we don't hang out as often?

Edit:
Can someone give me some advice too? I don't really know how to react to this since we're both guys.

    Maybe he has a crush on you. Needless to say, if you.are not interested in a gay relationship, then you better take some action(not literally)

      We finally talked about it and hes keeping his distance, but now I feel a little weird. I don't really know what to think about all this.
