I would say its normal, just not commonly seen. I can understand him wanting to do it, perhaps he just cares about his appearance to that degree too. I won't even leave the house without chap stick and lotion. I used to never clip my nails and would end up with long nails as a result. Now that I play piano, I make sure they are clipped and in order for better playing. Your boyfriend might not play piano but unless he has other signs that he isn't straight, he sounds alright if he is only doing that.
