Is it normal in complete darkness i see a plethora of red dots

Is it normal in the dead of night where there is no light I see red dots. Whether your eyes be open or closed do you see them too?.

    I can see them if I look into like a white piece of paper. like waves of them.

    Yeah. When I was a kid I could see white, red and blue dots moving around in the dark kinda gracefully where ever my eyes followed.
