Is it normal if a 3 y/o girl tortures & refuses to put clothes on her dolls?

There is a little girl in my apartment complex that does this. She is a nightmare to be around; as in I hear her blood-curdling screech on the daily. Whenever I see her carrying her barbies they are always naked and being held by the legs or their ratty hair. Her mom says that she takes them in the bath tub with her (of course not until I sold her some of my favorite barbies from childhood... perfectly intact, mind you... ), and I'm going to safely assume that had her mother attempted to tell her she couldn't.. there's that scream again. This girl is no tomboy type, either. She loves princesses, the color pink, hair, etc.. All the roughing up happens inside the apartment, too. So I'm thinking not like Sid-from-Toy-Story type stuff, but perhaps the beginning workings for a girl version? I know she is only three, but when anyone tells her "no" for any reason this vein in her forehead pops and her face turns red and she does that fucking demon screech, I cannot help but think that her behavior is just not normal...

I could really write a whole paragraph more... analyzing her home life and seeing if there is any correlation with her behavior, but I'm not sure if I'm just uneducated on child development..?

    I would be concerned. Her parent's lack of discipline is creating a spoiled monster. Imagine how terrible she'll be when she reaches her teens!

    I do find it odd that she doesn't put clothes on her barbies, though.

    Why do you continue to have anything to do with this family? I couldn't stand one second of that demon screeching!!!!

    She sounds spoiled and undisciplined. None of my mom's young children screeched when she told them "no". At most they would just whimper and look sad for a minute or two. When mom said "no" we knew it meant "no" and that was it.

    (Btw, I would shave my barbie's heads and leave them naked too. I think that part is normal.)
