Is it normal i keep failing the permit written test?

Apparently I passed the first three times I took it. However I thought I failed and the DMV says they can no longer use that test since its too old now. However I not been able to pass since than, and I get horribly anxious every-time I am taking the test. I now have taken it 9 times. I not sure what to do. I already over 20 and I know its important but I going to eventually to run out of money, and the stupid test makes you wait a week between each fail.
