People use it as cat face smiley but I always use it as a smitten anime character.
Like when Brock sees Officer Jenny or Nurse Joy.
Or when Pikachu sees a crack pipe

It's supposed to be either a cat face or a cat-like coy smile. I like chinass, though. Or butt head.
