In this day and age a phone number is mandatory for a job. If you are homeless because you lost your job or haven't gotten one yet how do you become not homeless again? Even government aid only gives phone to working poor not none working homeless.
there are agencies that can help the homeless get jobs. Also help with phones for free and transportation as well. on West coast they even have a website called Second chances.org that help as well. Plus there is labor ready temp day jobs. And gleaner farm workers that will take homeless on.
I talked to these free phone agencies and they don't assist homeless. They admit those who are working poor and sometimes working poor homeless. If you are homeless and without a job you are out of luck.
You are wrong about second chance. It is for the poor working not homeless without jobs.

Well you get a day labor job, from the 60-80 bucks you make that day you buy a cell phone from a discount carrier. Bingo, you now have a phone.
Repeat day labor job.
Rent a mailbox from one of those mailboxes etc or ups places and bingo you now have a phone and address.
Apply for a free phone and use the discount phone in the mean time.
Slowly pull yourself out and don't drink or drug in between jobs.
