Is it normal i can't figure out where to learn or achieve this

I hope this is the correct category . I couldn't find anything for computers or more specific . I simply want to know where to find a program or something free i can use to design my web profiles and such . I know people use photo shop but i don't want to buy that at this current time . I don't even know what you type in because my searches don't bring up exactly what i am looking for or what my search is relating to specifically . It might show logos or face book stuff etc. but not people doing tutorials for profiles on websites and web pages . I guess it would be the same tools you use for a blog? The website i need help creating on is a site i am on and the profiles i see are not too awesome . Even the people who put in the effort , it still looks real tacky .. they host stuff on imagur and probably add text in paint . Not sure if you guys know the type of quality i am trying to get at .. but it sucks . I want to make the page look professional and advanced . Where would i do this? Any help would be great , i will need good images / icons .. layouts .. text as well as incorporating these things with photo's of myself . I need it to blend together and look clean and professional .
