Is it normal for this slowness due to a "large volume of requests"?

I'm really getting tired of getting this excuse! All the time, when I'm due a refund or want to withdraw money, I am told that it's going to take a long time to process yet if I owe money somehow I'm expected to submit it immediately OR ELSE!! It's straight up baloney and I'm tired of it.

I'm going to start using this excuse myself and see how well it goes over with whoever wants money from me. I have a large volume of requests for my money and I am just one man, I don't have staff to handle my affairs, so whoever wants anything from me is now going to have to wait until I can process their request.

    It is the same with our IRD (Inland Revenue Department which is like your IRS) those bastards can really take their jolly old time to process my tax refunds but when it comes to me owing taxes they expect me to jump thru hoops to get it to them in nano seconds.
