Is it normal for a partner to do this?

Do stuff is obviously wrong in a relationship and not understand why its upsetting. Like for example having a BF and flirting with other people and saying "What? What was wrong with that"? and other very common sense stuff that you should kind of figure out is not okay to do in a relationship. Its kind of like there is an unspoken code of rules that you just dont do in relationships.

Some people might have a different definition of flirting. What was he doing?

Some people are just oblivious honestly. Just tell him when he does things that are wrong or that make you upset, and then if he still does them then there's a problem.

Maybe there's someone better for you out there?

Unfortunately I do shit like that, not flirting with other girls but plenty of other things. It pisses my girlfriend off to the point some of my friends are expecting to see us on a segment on ID, with me in a body bag and her in hand cuffs. I can't explain it, I don't purposely try to piss her off, more than anything I think it's just I have an abnormally thick skin so stuff that would bother most people doesn't bother me, so I get confused when she gets pissed.

I usually try to ignore it because I can't tell if it's really happening, or just my jealous protective imagination.

What is wrong with a little light flirting with other people while in a relationship?
