Is it normal for a girl to twirl hair in front of other girl?

Like, you don't know them well at all but when they are near you or when they say hi to you or say something brief, they run their hands through their hair A LOT and play with their hair/twirl it but they only ever do this with you, not anyone else from what you observe.

They're straight female, hypothetical you is a straight female...

Is this normal?

    I like playing with my hair too, I'm a guy so I'm not sure if it's the same, but it ought to be.

    She's probably comfortable around you, enough to play with her hair, because other people would look at her weird.

    I too do not play with my hair in front of everyone.
