Really it comes down to how Modest you are in if it's personally acceptable or unacceptable for you as an individual.

HOWEVER...

The question of social acceptability and civility comes into play here as it's technically a public display of nudity at that point and there is a certain degree of public courtesy that should be exercised as regardless of how you, personally, feel about doing it or someone else doing it there are multiple individuals in public spaces that may not wish to see that or for their children to see that or any number of other things.

Further beyond that is the explanation of proper etiquette for a lady. It's a common thing to tell girls to be respectful not only to others but to themselves and be a bit more modest by following simple rules of etiquette and crossing their legs when they sit, riding side saddle and a couple of other things that modern girls don't really like...learn because they have been taught by modern sexualization of women that it's something naughty and fun to tease people with.
