Is it normal for a girl not to respond after you put your arm around her?

So I took this girl out to see a movie and then we went back to my place. We watched TV for a little bit. While we were watching the show, I put my arm around her, but she didn't move or say anything. Is this a sign that everything is OK? I'm used to girls being all affectionate on the first date. We still talk which is good. Next time this happens, should I try and go to the next step such as the kiss or start to massage her back?

    It seems to me that stone-cold not responding is a signal to take it slow, and definitely not escalating it.

    Just be real with her. Ask her how she is and how she feels.

    How old are you? Unless you are young enough to still be living with your parents, "going back to your place" after a date is supposed to carry with it the implication that you want something to happen.
