Is it normal for a college freshman to be inexperienced

so my friend is getting ready for college but i feel like he will feel weird there.
he's never had a gf. never kissed a girl or anything. his parents are super strict and all he knows is playing basketball, studying, and going to church. never parties or anything
i mean a girl finally asked him out and he told her no for literally no reason!
i know he's not gay or asexual cuz he does look at cute girls so is this normal? is he gonna be ok?
ps - his school is a party school so that's why i wanna know (he got a scholarship)

    Yeah being raised in a family like his WOULD mess up his ability to be social. If he wants to change, it'll take a lot of effort. Perhaps you should help him out a little? Though if he doesn't want to change or doesn't want help, then leave him be.

        First thing he has to do is get comfortable in his skin. There are YouTube videos on how to do it. But it will be hard for him because of damage from religion. His church has been teaching him to be uncomfortable in his skin since he was a baby.
