Is it normal and is my best friend's brother for real?

Just recently my friend's brother started coming along for sleepovers at my house and this is where it gets confusing. I'll admit I'm very insecure because I'm overweight but with him I don't feel shy.

We would flirt the whole time him acting like he's going to kiss me and we're always touching in one form or another. We always cuddle and he doesn't mind if my hand is on his leg the whole time.

The first time he slept over he shocked me because we were lying next to each other and he just grabbed my hand intertwining our fingers and when we slept he threw both his leg and arm around me, that's when he started making noises like he's kissing me in front of all our friends we're very open about the cuddling and such.

The other day we were walking and he like dry humped me I played it off as a joke but he did it again that night when we slept. He's always giving me lap dances and in general when he's there we're always together or touching am I reading to much into this or do you think there could be something and what do you think I should do?

He's always staring at me like literally burning a hole in my face and when I'd look at him we would just stare at each other until someone starts talking PLEASE help I'm so confused.
