yes its normal, it simply called she knows best what works for her. if her boyfriend can't do that for her, what she needs to do is SHOW him how do do what she wants needs. Yep. There are plenty of guys who don't orgasm from handjobs, so I can't see why it wouldn't work the other way around. It's probably just a technique thing.
