I've seen people unconscious more than I've wanted to, and the times I did I just stood there, laughed, and walked away. They were usually unconscious from a fight or passed out drunk, so I never called 911.
Most unconscious people I've met were dead drunk so I never paid attention. I don't think that I would ever call the police for any affairs which do not concern me directly. If it's something that is serious I don't want to testify or anything. It is best not to deal with the police.
i wouldn't want to touch the person because i wouldn't want to take the fall for there death why they are dead i probably wouldn't call the cops i would stay out of the mess
I'd take thier wallet and then call 911.

I saw an old man die right infront of me on the street, I just looked at him.
Pull a balloon out of my pocket, blow it up, rub it on my hair, take the ballon and use the static to shock him back to life
i have a friend who is medically qualified, she was walking in the park and a man dropped, she assessed the situation and knew it was either a massive bleed or heart attack, she started cpr and called for help the man's wife was sitting on a park bench watching, the ambos took ages to arrive and because the wife was watching my friend couldnt stop even tho she knew he was clearly dead, she couldnt move her arms for 3 days from the muscle strain
Call 911, perform CPR if necessary. :P I do need to get re certified so I can't get sued though. :(

Depends on the situation. We have drunk natives problem here, especially downtown.
They pass out outside in -14 and freeze to death or just get really disturbing frostbites.
So if it's summertime, the cops will pick him up eventually.
But in the winter I'd call the cops right away.

Depends. I saw someone asleep on a hillbank on my way home. Me and another chap called out to him, made sure he was alive, then ascertained that he was very drunk, and finally phoned the police (he could have frozen to death). The other chap was the good samaritan and he waited for the police while I just went home.
I'd first check to see if they are breathing and if i could smell alcohol on their breath.
If they seemed dead i would do cpr on them and call 999.
Usually the unconscious people I see are sleeping in the doorway of my office building. I tend to walk around the block to the other entrance. I know someone will be asking them to move shortly and I don't want to be the one to wake them.
If it were somewhere else I might call the police. But truthfully, I'd probably call a friend to check out the scene with me and discuss our options depending on the specific situation.
