If you enforced a global child policy, what would be the limit?

Just as a reminder: it can't be anything over 5. My rule of thumb is that if one has more kids then they can count on one hand, they got too many.

Zero Children (Too many people . Need the pop to reduce) 7
1-Child 14
2-Children 21
3-Children 10
4-Children 4
5-Children 12

    Maybe 2-3. I really see NO good reason why anyone should have (or would want to have) more than 3 children.
