If a guy gets a peak of panties (e.g. up-skirt view, down the back view such as with lo-rise jeans, etc), does the girl know it? Is it normally by design? Inadvertent? Accidental? Please elaborate.

    Some will be intentional, some won't. If a girl is wearing a skirt and the wind blows that skirt upwards even though it's pretty long, then it's obviously not intentional. If they're wearing a skirt the size of a glove, then yes, they intend their underwear to be seen.
