I want to poke a dutch person. is this normal?

I feel like walking up to a Dutch person in Amsterdam and then using my finger to poke them on the back (not the buttocks) and see their reaction. I don't hate them or anything but I just feel like doing this.

      Well a Dutch person in Amsterdam is most likely a Dutch-Dutch.
