    Talk to your sister. See what her feelings are about it. If she very aggressively says no, then no it probably is. If she says yes, well then that's great. If she's not sure just press her on it and don't give up--it took my brother months of daily pushing and prodding before I gave in and we had sex. Be sure to do this at a time and in a place where if you both decide to have sex, you can.
