In the states the legal age can be 16 17 or 18 depending on what state you are in. But this girl is 15 and there are a lot of places other than the states where that would be illegal. What I would like to know is where 15 year olds are getting driver licenses.
Some states have laws that it is legal if you are within four years of the persons age. So if you are under 20 depending on what state you are in this could be legal.
