    Depending on the location a 16 and 18 year old can legally have intercourse especially if there is a pre-existing relationship.
    
    That out of the way, I have to agree it's really not uncommon for boys to do dumb stuff with panties and having been a socially awkward transgender teenager at one point I can say I stole a pair of panties or two for a different reason but a similar sensation.

    I've never understood guys who go ballistic at the thought of one of their friends having a sexual relationship with their sister. It seems to me incredibly immature.

I've done the same thing over the years. Now I've been married 15 years and still take dirty panties. I'm always curious does the woman shower everyday or every other day. Like Nickvey says, it's likely the sister knows they went missing (unless she's a total slob, which quite a few 16 year-old girls are).

What I find amusing is the idea that, if she has noticed they've disappeared, she might be accusing her brother of taking them. Another reason not to confess to him.

Don't wash them, take them with you the next time you visit your friend, and return them to her room, putting them in a place where they might plausibly have been overlooked (among the dust-bunnies under her bed, for example).
