I really like to shit in plastic grocery bags and then toss it in my outdoor trash can.

I get two things out of it. 1, I really, really like the act of doing it. 2, I hate my garbage man so it's a good way to bother him. See, he's lazy and had been leaving bits of trash on the ground and flat out refusing to take some items so action is necessary. One may call it "non-violent protest". Yes, I am a Ghandian bag-shitter. Eventually he will have to shape up and be a good garbage man, and when he does, the bags of shit will stop. Change is possible!

            I pay for trash removal, I expect it to be done properly. I can't NOT pay for it as it's included in my utility bill whether I put trash out or not.

        He probably doesn't even know that you're protesting by leaving him those bags. After all he's a garbage collector and has to smell shit all day long. Try being home the next time he picks up and confront him with how dissatisfied you are with his performance.
