If I'm seated on a plane or train, and a woman wearing a skirt is standing near me, I have an urge to put my hand up her skirt. This is so strong. Is this normal?
Women have urges and fantasies, as well. There have been times when I couldn't keep my eyes off an attractive man's crotch. The thought has occured to me to put my hand between his legs, but, of course, I would never do it. I am amazed at those who do not admit to having such urges. they are completely normal. What is not normal is sexual assault.
It may be normal, but it is strongly suggested that you don't follow through. Sexual harassment is a bad thing.

2) Tell her about this urge.
3) Arrange for her to stand next to you on some public conveyance, pretending to be a stranger.

according to the news, if you cop a feel on a plane, you will be charged with assault. however, if a woman attacks you with a pen (not for you copping a feel, totally unrelated) and stabs you repeatedly, the news will report that the woman merely poked you with a pen, giggle and smirk. the media is full of double standards.
I think it is normal to think about this, but it is an extremely bad idea to actually follow through without the consent of the person.

It's normal to have an urge. Generally, they are urges you can control. As you seem to do. But I think most people see that posting it publicly is gauging acceptance of whether you should indulge it.
Personally, I see your point. The question you asked is valid. Your reaction is valid. You know, as well as I do, that you shouldn't do that. You were asking whether it's okay to have the urge, rather than actually to indulge.
