Ugh. What you're describing isn't love, but infatuation. Work up the courage to ask her out, but understand that she might turn you down. If she's not interested you'll have to get over it and move on with your life. If you can do that try to ask her out. If not, just forget about it.

Try to talk to her and engage her in conversation to see if you have anything in common with her. If you share common interests maybe start by asking her out to lunch or some activity you both enjoy. Also if you're conversing, and she's really into what ya'll are both talking about that would be a good time to ask for her phone number. Ask her questions and listen to her responses.
