I can't piss unless i shit, iin?

This is something that happens very rarely to me but the times that it did happen, I found it to be very strange. I remember it first happening to me many years ago when I vacationed in Catskills, NY. It was in the beginning of that day and I had to go bathroom. Shortly after I sat down on the seat, I realised, to my horror, that I couldn't urinate! I pushed and pushed but nothing came out. Then, I got the idea in my head to try to see if I could get my bowel movement to come out. I kept pushing until it did but it was a difficult and very uncomfortable task. Finally, after it came I managed to urinate! I was so relieved.

Like I said, this is a very rare occurrence for me but it has probably happened to me around five times. Is it normal for this to happen?
