I like this guy, and I often stare at him any chance I can, but covertly of course. And I think he notices but doesn't have solid evidence so he lets it pass.
Then one day his friend CAUGHT me starring at him. And now when he passes me with his friends, he laughs.
How would you interpret the situation, and how would you react?

Sounds like a bunch of immature brats. That would be an instant turn off, quite honestly.
I think I would be embarrassed at first but I would shake it off and most likely loose interest in him.
His friend was more likely laughing, because they both know you stare at him and laugh at your own expense, because you probably don't stand a chance. That's pretty normal, though. People are dicks. I know this, because I have nearly all guy friends, but I guess chicks can be pricks just as much. It's the way of the world, so suck it up and get used to it.
*hug* you don't need this. forget him, ignore him, start listening to Adele songs. I don't know. All I know is that he sounds like a mean person and you don't.
You've got no self-esteem if you would still want to be with someone who has made fun of you.
