How to tell my flatmate to stop being noisy?

He watches movies very loudly everyday and especially at night. The rules of our accommodation forbid noise audible from outside the room entirely, but his TV is so loud I can hear it from my room as well and I can't sleep.

I called the two available services for this and they were very pussy about it, barely talking to him once. He keeps doing this every night and refuses to talk when I knock on his door, but he does turn the volume a little bit lower, so he knows we want that and he is a bitch about it. He said to the patrol that it wasn't that loud and some bullshit like "probably because my window is open", but it was very fucking loud regardless of that and we are tired of it. He almost never exits his room so we can't even talk to him about it and he didn't talk to anybody apart from me only at the beginning of the contract.

Any advice about this? I am left with almost no way of working this out as he refuses to talk or cooperate and we don't even see him.

    Put your request in writing quoting the accommodation rules about noise, keep a copy and put the original under his door.

    Be firm and polite and see if that gets any result. You could also record the noise and document every time it happens and then take that information to whatever body is in charge of the accommodation.

      Thanks; I called the campus police and they talked to him. He is now watching TV quietly and we're happy.
